Bug 2391: allow maintainers to import communities from other sites

Note: mark says that this should be just a matter of adding it into the importer UI. It's already in the backend.

Bug 823: Update viewer_is for access/subscribe instead (S2.pm)

Another easy one that should be done ASAP to get it out of the way.

Bug 168: New implementation to overriding other users style choices.

This is very important to aveleh and others!
